API reference

• CLI-first (stdlib only). Commands: import, check, add-filing, report, health.
• `check` — runs the radar + filing reminders. Cron daily; alerts are idempotent.
• `health` — liveness probe: DB writable check + env sanity, JSON on stdout, exit 0/1.
• Full reference: OPENAPI.md in the repo.
